Sorry can't hep with who made it, but i am curious as to what it is for!
I assume it is a base and a lid (please correct me if i am wrong), so what is the spout for? It can't be for pouring liquid as wouldn't it drip out?
I have never seen anything like it before, but I love seahorses   :D
