Unusual Victorian Pressed Glass Pail / Bucket

Unusual pressed glass Victorian pail quite often described as tooth pick holders.

This one is marked For A Good Child, so not sure if this had a different use. I have had a quick look and cannot find another one the same.
Height 3"
No makers mark.

Very nice … very interesting item! The background design reminds me of a spoon holder I've seen in purple malachite, but I don't think its manufacturer has been identified. I'll try to locate a reference in a book.
