Is it something that was done here or was it predominantly an
 American 'thing'?

Would that date the op's vase a bit more to a particular timeframe?

I think it was done everywhere and for a very long time. It depends whether it is hand or machine etched, I suppose, thought the first machine was patented quite early

This seller says theirs is Baccarat although there is no source for their id.
Just thought I'd add it anyway as the method of decoration appears to be the same as yours.

Unsure of  the veracity of the identification or the date though, but it appears to be a similar technique and on the white gilded glass.
