Possible Monart? bowl or vase for ID

Posting for a friend who has this bowl or it is a vase, is it a Monart or from somewhere else completely (Murano maybe?) it does have gold / aventurine inclusions (apologies if I using the incorrect terminology), mottled decoration with dark brown blobs. The foot is clear with a ground out pontil, with a small area at the centre that is rough.

14cm height 13.5cm diameter on the top rim and weighs just over 1kg

It's not Monart, but I don't know what it is, sorry.
I would doubt Scottish, I'd be looking more to mainland Europe.
