Am I correct in thinking you have this piece on an ebay linked site ?  -  there looks to be link on that site suggesting that the figure of 95% is related to the purity of the glass  -  not something I've seen before - and unsure of the purpose of the out of focus picture which includes a ceramic jug.
Perhaps if we knew the country origin of 'Etain Fin' it might help, do you think?              sorry - can't offer anything of real help.

Etain means pewter in French, so the vase is likely from France or a French speaking country. The 95% presumably refers to the tin content of the pewter: thus the maker's mark might be that of a metalworks rather than a glass company.

Yes, pewter strips applied to glass. The term étain fin is found in many eBay listings within the metalwork category.

There is currently one other glass item "en étain fin" on eBay which has 12 pewter strips rather than the op's 24 strips. But my "worldwide" search may not have found all the actual examples that could be on eBay.
