Victorian? Blue opalescent vaseline posy vase

Can anyone help me ID or perhaps date this piece? I thought it was Victorian but showing inconsistencies with research...
Measures 8cm in height and 10cm in diameter (largest point)
The glass has a light sound when pinged and the glass itself is quite thin at 2mm
Has a ribbed effect and a applied glass collar, the base has a non polished indent from where blown.
It has no UV reaction.

It doesn't strike me as not being Victorian, but I wouldn't like to say who made it
