Square black plinth with corner fan decoration

Any ideas who made this large heavy plinth please?  No markings unfortunately.  Presumably it holds a vase or bowl which fans out from the top and is held securely by the corner fans or leaves.  I've never come across one like this before and it would be interesting to also know what it looked like with its matching vase/bowl.  No luck so far searching, but still looking, and if I find it before anyone else, I'll update the posting.
