Satin glass is just glass that has its surface treated with acid to get rid of the shine and create a frosted effect - it can be any colour. So if the white is not painted on, yes your bowl is satin glass

I have absolutely no idea, almost every glass maker, now and in the past, has made satin or frosted glass. Yours looks to be quite modern with a transfer print but I have no idea of who, where or when. The best place to determine value, or at least desirability is to look on ebay and find something very, very similar
