Wow, this is a beautiful item. The gilding looks very fine quality. There is a lovely delicate opalescence around the rim, & the rim itself has an unusual scalloped design.
It is certainly Victorian in appearance, I'm thinking 1880s period. Very good quality.
As for a maker, that is more difficult but I'm going to take a stab & say that to me it looks English, & perhaps by Thomas Webb & Sons. There are things about the comport's shape (especially the interesting rim) that brings to mind known examples of Webb glass. The gilding too, is reminiscent of that on known Thomas Webb items.
However, this is my reasonably educated guess! It could just as easily be from one of the many very fine Bohemian manufacturers of the same era.
