Mihai Topescu is listed within
this web site that covers a few European makers, as well as Robert Held from Canada. There may well be enough items around the world by now, let alone within the next decade, to ensure that his name and work is recognised by at least some folk.
Unfortunately, in that web page, Mihai Topescu has no "Paper Weights" currently shown. However, there are some other items with his "Impression" title that show broadly similar design features.
I bought one those weights a few years ago, from a TK Maxx shop, at the time when a certain eBay seller was offering all sorts of things incorrectly marked. At that time, the twist design in the weight was also shown in Topescu's other ranges on the website, including exactly the same work but not encased as a paperweight.
My example weight is signed near the lower edge as well as having the label. But I have to admit, that if the label was not there and I did not already know about the signature, it might be hard to identify the maker.
