I need help to ID for that paperweight

For me it is the first time here on the board.
I am a little bit nervos, because my english is very bad and I`m thinking: I am to old for that medium ( 61   :thup:).
I have had some prolems with the photos and I hope it will work.
Since 10 month I am collecting and getting crazy with the PWs.
Somthing I have lernd about PWs, but this one for me is like an enigma.
Please help me to ID.

Ohhh....
I  have forgotten.
It is engraved " Pc ?" or "Pl" or something like that.
The numbers tell me the LE = 14th of 149.
