Bohemian or American Deco (?) Green Aperitif Glass

Here's another one outside my normal area of glass collecting.  It's about 5.75 inches (14.5 cm) tall.  I'm not even sure it is an aperitif glass, due to very odd shape, but I cannot imagine what else it would be.  The design is interesting, especially the ribbed part which give it an almost Art Deco look.  Any information would be most appreciated.
