I have a feeling its one of the Bohemian makers, not Loetz, but i missed out on a similar
one , with a polished pontil, and plenty of age, and accidentally found a similar pattern
some time later, on one of the good collectors sites, such as,

Hi hate to say it i have the same bowl a little more silver and the white looks like pearl  there was one on Ebay a few months back i think they described it as Loetz or similar , they are very nice i have always wondered who made them , had mine many years still no idea , it will be on Ebay soon .  jp
