I *think* this is a Webb product.  It is very similar to their 'drape' pattern, only it was swirled when it was made.  If the slant was removed, it could easily been made from the Webb Drapery spot mold.  This is about as rare as it gets when it comes to vaseline marmalade bowls.  I have one of these, and have only seen a couple other examples.
