Tall Blue Cased Hooped Vase / Maker?

This vase is quite large, standing 45.72 cm.  The mouth of the vase is approx. 12.7 cm. with a ground rim.  I've seen similar pieces designed by PO Strom, but not this particular shape.  Can anyone help identify the maker by form and color?  Thank you!

just again , going on instincts, and sorry if this doesnt help, it does look a bit Ikea to me,
