Tiny facetted shot glass, quality but who by and when, pls?

Hi all,

This (I have a set of 6) tiny glass is only 2" in height, but incredibly well made. As you can see, it is hand cut and the base is highly polished.
Totally not things from my comfort zone and I would greatly appreciate any information. Are they even shot glasses?
