Topic: Help Id modern face vase applied features

I came across this vase in Northern Virginia in the states.

The clear glass has a subtle aquamarine hint with a relatively thick (+/- 1/4") wall.  The offhand piece shows some similarities to Blenko pieces, but I haven't seen this form or color.

I'll try to take a pic of the base, first round wasn't very clear.  Has a 1 3/8" circular unfinished pontil mark with some fine hand grind marks to smooth edges. 

Recycled glass from Mexico, Spain?  70's, relatively contemporary or brand new?
