No. The transfers Chance used were mostly standard transfers on sale to anybody. May not even be English

I thought (I might be wrong) that only the Spiderweb pattern is the only Chance glass which has this fritty overlay.

Most of the rest of it, I thought, was French in origin, (although some is Czech too). 
I personally associate this flowery posy transfer with France, so the combination would send me first, in a direction across the Channel for id.

You're right about the Mathey Crinkles and Spiderweb. But it also seems likely to me that Johnson Mathey may have made these flowery transfers and sold the gilding, along with the Crinkles.

I suspect a lot of the crinkley decorated glass was actually imported for decorating here. It seems to be pretty much a UK thing but Johnson Mathey will have exported their wares as well. They were/are The big company in this as well as in precious metals.

It's a good call, and got me thinking for a while! But the 1-pint tumbler is slightly taller at 6 1/8-in. (15.5cm). It should also have MADE IN ENGLAND embossed on the base.

It did occur to me that with oddities still cropping up, like Ming's fluted Lotus dishes, that Chance Bros. may have tried a range of grossly heavily decorated glasses at about the same time as the decorated Spiderweb. As Keith points out, I do have a Spiderweb celery with those same floral transfers, and the combination of gilt bands with Matthey Crinkles has already been discussed.

These tumblers are also dated to at least 1952, with the odd one seen in the Willow pattern, but this might have simply been a case of using up the left overs!

There is a lot of wear so it's got a bit of age to it and the base has moulded,spiral finish,pic' inc'

But neither the crinkles nor the transfers would have been exclusive to Chance, so the field is wide open
