Clear and green glass piece what is it?

Hi guys
I found this piece in a secondhand shop a couple of days ago the owner thought it was a piece junk so I got it for NZ$2 it is 78mm square and 65mm high the top edge is 9mm thick and it weighs 689gms  IMHO it is a quality piece very well made, but I have not seen anything like this before so do not know where to start.

I certainly have not seen anything like this before.  Could it be modern art, made at college or university?  I would love to know what that is behind your item though.
