They are one of those unknowns that we've never got to the bottom of. Date is probably 1950/60s when the Matthey Crinkles were a fashionable finish.

Christine — are you certain?   I thought that this set had been attributed some time ago, and it was to a completely unexpected source, like Davidson.

I could easily be wrong, as you know!  ;D
