"Elegant" Glass Candelabra with Cups (?)

Can someone tell me the function, maker and age of this object?  The cups are removable, and I assume are meant to hold some kind of votive or small candle.

American I suspect and the cups are to protect the candles from draughts. It's the sort of thing they know about here http://chataboutdg.codami.com/forums/ although I can't see one the same in their gallery
