Design Registration 252274 - ID = Scotney & Earnshaw

Hello

The piece in this auction: http://cgi.ebay.co.uk/ws/eBayISAPI.dll?ViewItem&item=290431342765 is marked with Design Registration No. 252274 which would put it in early 1895.  The pattern is McKee's Masonic which was introduced in 1894 or so in the United States making me curious as to who registered the design in the UK.  The registration is not listed in either Thompson or Slack.    Can anybody tell me who registered the design?

Sid - this one has been a puzzle for as long as I can remember.   All I can say is that the punch font looks very Manchester to me, which is not an attribution but a starting point for a list of possibilities.

Thank you for the suggested starting direction. 

A comment and two more questions - I don't recall seeing very many UK pressed glass items with ruby staining.  Were there glass manufacturers or decorators in the UK that did ruby staining like this? If so, who were they?  And do you know if there are more pieces in this pattern with the registry mark or is it just this dish?
