Blue lantern style vase... Still / Riihimaki ?

Here is my other hunch piece of Still/riihimaki  glass but not sure.

I am sure that you great people will help with that abundant knowledge.

This is a blue encased/sommerso piece very tactile and I love holding it ( one of these days I may drop something)

Here are the vital stats.

height 8.5"
width 3.0"
weight 500 grammes

It's not sommerso for a start. It doesn't even look cased. Is the base clear or blue? And from the ground and polished rim not Scandinavian.
