Goblet with ringed stem???

I am not sure what to call this piece, a goblet? The cup is slightly lopsided. From the highest point to the bottom is approx. 17cm and the diameter of the cup is 12.8cm. The width of the base is 8cm. The three rings around the stem looks like how they would make Carnival Glass. It also has a broken pontil. I have searched in Google and various other search engines and now pulling at straws. Could anybody help in identifying this piece. Thank you  :rn:

A lopsided piece that no-one knows anything about, would be my guess... 11 days since your first question... it can take weeks, months or even years until we find the answer to some queries, and some we may never know... keep being patient. ;)
