Definitely Scottish, possibly Strathearn.

When referring to rough bases in the context of Chinese paperweights that usually means a 'ground but not polished' base,
ie a matte finish to the base. Not that you should always take a matte base to mean it's Chinese, there are other makers whose bases are matte.

I don't think I have ever seen a Chinese weight with a pontil scar such as this, a pontil scar is far more indicative of a European paperweight.

The best rule of thumb I can think of to indicate a Chinese weight is color - Chinese millefiori/insect/fish paperweights use a lot of bright colors,
Bright yellows, reds, blues and greens in abundance may indicate a Chinese weight.
