I noticed this one too, I didn't notice the mention of Scottish as I rarely notice "attributions"

My best guess without seeing the base or the shape of the dome is a Chinese origin (or slightly possibly Murano).
The "painted" flowers with trapped bubbles are similar to other Chinese paperweights,
the white base and the seemingly poor glass quality also leads me in that direction.
There is a yellow cane in the centre of the pink flower that looks like a Chinese cane.
It's a nice weight with a nice delicate touch to it.
