Art Deco blue glass unusual centrepiece set

Good evening everyone
I bought this Deco glass set the other day in exactly the combination in picture 1.
The 3 cherubs base was sat in the flower bowl with the frog and figure placed on top of the 3 cherubs.
I knew this was the wrong way around so I bought it,and I have seen this combination before with September Morn on top.
My question is I have never seen this lady before in the flesh and she is very Dickensian in style in her bonnet and vintage dress-does anyone know who made her please?
I have heard possibly the cherubs base could have been Mueller?
The bowl is lovely with the frosted leaves and I have placed the bonnet lady in the bowl for now.
