My German friend Uwe told me it is "Wasserlaken" - I didn't think he was having me on.... snowflakes is "Schnaeflocken", isn't it?
It all sounded very reasonable to me at the time.
About your vase! I don't think it's Mdina, although they did do bluey/greeny trailing similar to this over red glass, the red glass itself is cloudy-streaky in clear, while your vase seems to be a solid, clear red.
It is also not a Mdina shape - but never say never - strange shapes do turn up occassionally. Mdina exported heavily to Germany right from the early days, although red with blue-green trailing is from the late '70s onward. Some folk describe the red as orange and the blue as green.
