White frosted and brown spattered vase, Czech?

Measures 24cm. The base has a rough pontil and what looks like a name or makers letters (pic2), I cannot make them out. The vase is pretty weighty.

There also appears to be what looks like a "V" followed by an upside down "V" at an angle to the other letters. Its a puzzler!
