Red and clear cased glass vase with Russian crest

Never seen this one before, it measures 19cm tall, is both red and clear glass with the inner well floating above the base. The front has an engraved/etched crest with a what looks like a bridge with a sun and rays above, a hammer and sickle and above that a star. A further pattern makes up the circular effect of the crest. The base is completely flat and polished.
