Mystery blue bottle

Can anyone help to identify origin and age of this blue bottle?  The decoration is white and gold on a blue ground with a picture of what appears to be a military gent, who looks comical rather than imposing, to front and back; decoration is quite crudely executed. Height is about 28cm.  Any comments appreciated.
