Similar vase is in Neman glassworks 1966 catalogue. There is just one tiny picture and no additional details, like measurements and colour variations. I guess there must be some separate booklet with such details but I have never encountered anything of that kind so far.
From what I have seen at least Tarbeklaas glassworks(Estonia) and Neman glassworks(Belarus) in the 60s experimented with this technic quite a lot, but blue colour is rare for Tarbeklaas glassware overall, whereas Neman had that colour in their palette.
So, I would say, Neman glassworks is most likely the maker of that vase.
