Please help me identify this stylish paperweight,it is of high quality,the glass and work is stunning...it has a 'unusual' ,well unusal to me base..

What's unusual about the base? It's hard to see from your photo. Is it indented and shiny? If so Teign Valley Glass springs to mind. FWIW, I don't think it's Chinese.
