Need Help to Identify this Item

Picked this item up in a box lot at a recent auction and can not find one any where on line like it.  Not even sure what it is!  On the metal plate with holes it has "de B Czechoslovakia".

It looks like some kind of mad bulb sprouter with it's own 'greenhouse' lid!

It does look like a bulb thing but then why the cover?

What about for eggs? The cover is egg-shaped. An incubator? Could the bottom be a heat source?

Might be a mini (lady´s) liqueur set missing the essentials - carafe and a set of six glasses.  :hi:

Thanks to all that responded.  I have found another item listed as an Antique Ladies Parlor Liquor Set that has the glasses and decanter.
