Black glass vase with orange trails included - Chinese?

I thought this was Chinese when I bought it, but now I'm not as sure.  It's got a fairly distinctive bottom that might be useful for others to see - polished out pontil within a circular groove.  The surface of the vase is smooth and there are no orange trails inside.

Just found the box labelled "glass for Pete", and thought I would give this one a bump to see if there is any up-to-date information around on this one.  He finally got his own place at Christmas.....yay!

This sort of base finish is more common on Chinese pieces now, but if you've had it a while, it's unlikely.
What about Polish? Something like Svaja or even LSA importers? Or the Cia group importers? (Although I think LSA importers might have baulked at that base finish.)
