Just looked up Fugl Alli. I found the fugl means bird. I wonder if the second word is A11i or Alli. I bet it has to do with Iitalla.
"Alli" is "Long-tailed-duck" in Finnish. That is the birds nam in English, in Latin i.e. Clangula hyemalis.

Btw, Oiva Toikka names his birds sometimes very accurately but he also bends the names of common birds whenever, I suppose, he thinks the bird may not exactly look like a certain species or then simply just for fun. Many of the names are really funny. (you read: hard to translate)
