Yup, the base looks out of place - it's what you expect to see on contemporary Chinese glass.
Although some (older, but not, to my knowledge, fully identified) Romanian glass has this rough polish on the base of pieces.
edited to add, come to think of it, the Romanian stuff has this sort of bubble!
However, the pieces which have been found all have bigger inclusion-ney black (charcoal?) bubbles and they are all finished off with a very "bright" rainbowy lustre.
I've got a yellow bowl in my mitts - and it's a very different yellow- it's kind of acidy greeny yellow.
It doesn't look as well made as this piece of yours.
