Amberina Sommerso bowl?

I recently purchased this unusual bowl and was wondering if anyone had information on it's maker.

It has the J. I. Co. import label and is 7 cm H and 14 cm W.

Just a question about technique.

I found this image of a Barovier and Toso vase that has a similar treatment to the handles and it's referred to as "heavy rigaree".
