Poorly Murano water fowl

whilst I'm here, I rescued this handsome 13 inch tall chap a while ago from a skipping fate......now my questions are:

a) what is he? I've sort of settled on a crested grebe but am not at all sure

b) am assuming Murano, can he be attributed / aged at all?

c) as mentioned in the title he is poorly - his tail has been snapped off so is it feasable to try and find a restorer to round it off? does anyone know if this can be done? I'm sure he wouldnt mind having a stubby tail!
