Help ID this sugar and creamer

Help please to ID this sugar and creamer.

I have had the sugar bowl for some time but only recently bought the matching pattern creamer in clear glass which we have added to our collection.

Both have a swan and fish pattern , while the creamer has what looks like an eel for the handle complete with a head eyes and a fishes tail.

I have had similar items before and if I had to guess a maker it would be Henry Greener but these 2 pieces are not signed.
