Heavy Cobalt/Bristol blue hand-blown vase - for ID

I feel I should know this one.  It looks as though it should be a lampshade.

21 cm tall / 8.5"
Weighs almost 3 kgs.

Flat-ground rim.  Indented torched base.  Seems to have some age to it, going by the wear on the base.

Anyone recognise it?

Someone suggested that this is a T K Maxx vase. 
Surely not?
It has a lot of good-looking wear on the base.
