Hello , its only about 3 inches tall , flat base , and no colour under UV ..anyone help please ?

It could be Chribska (Czech)... I've seen the clear glass to green rim colouring on Chribska pieces, but I'm not sure whether the design is known. Maybe it's in the Chribska catalogue somewhere (which I can't find the link to at the moment, but I'm sure someone knows where to find it :)
