Whitefriars Controlled Bubble Bowl/Ash Tray? Help Requested!

Yesterday I came across this controlled bubble bowl with a notched center rest.  The bowl is ~ 9" X 2", weighs 5.75 pounds and the bubbles appear to have been carefully/uniformly introduced.  The center rest also has a single suspended bubble.  My initial thought as to the maker was either Whitefriars or Erickson but I think the latter is very unlikely.  Any insights on the maker, designer and function would be greatly appreciated.
