I was requested an approximate What? Who? When? for this vase, and as this is definitely not my field should appreciate your thoughts!

Owner of the vase informed me that the last image is a stamp after painting the base around the initials, consequently WH - HM is correct.    :D

It's difficult to be sure Pamela but is the yellow colour 'coated' on the top?  I've a vase somewhere with that finish and I thought it seems a fairly newish technique perhaps?
Mine has no decoration on it.
