Draped Crystal Footed Vase?

On a loss with this one. :-\    I've looked on various  sites only because I've seen this type of pattern before.  Not sure if 'draped' is the correct word to use.   I'm sure someone will correct me.    This is a blown glass vase that stands 20.4cm in height.   Ware on the feet are clearly visible, mainly on one, as all feet do not sit evenly on a flat surface.  On the other three feet, ware is mainly around the edges.   Around the rim area that is a frosted texture, there is no indications of ware.   I would have expected ware around this area, due the fact that I thought it might of come with some sort of  lid or stopper.    I would have expected the rim outer area and sides to show signs of use, but this is not the case. My other thoughts were that they may of been a silver rim around the top area, which would provide reasons for not having no signs of ware.    The inner rim area is smooth, (clear glass) not frosted.  This vase is not symmetrical and this can be noticed from the opening area.  When you look at the vase from a distance, it is slightly bowed. 

The centre area of the base (pontil) is 2.6cm dia. and is very uneven and concaved.  I would very much like to know the maker and age, if known.   At a guess, I would say late 19C, early 20C.      I appreciate your help in anticipation. :)

Your date is about right and yes it would have had a metal rim. It does not have a pontil mark though. It would have been snapped off the pontil iron at the top as the feed are moulded not applied. You may not find a maker
