Silver topped Bohemian vase? help please on ID

Hi Al,

I came across this little vase (7.5") at the weekend, its got no marks and the silver top is too rubbed and bashed for marks to be legible. It has a matt look to the glass. The seller said it was 1908 according to the collar, but how she quite new that i do not know! Would it be Czech? Loetz? Any help on an ID would be gratefully received.
