Opaline Floral Vase?

Hi, Can anyone provide any information regarding the origin of this vase.   The floral design is all hand enamelled applied.  The green rim looks to be hand painted also, but I could be wrong.   I've looked at other vases, which has pointed me in the direction of possibly french ::).  The shape of the vase is not common to the vases I've seen during my research.  Most of the vases I've seen are footed with a similar cone shape nearer the top.   The vase measures 14.4cm in height.
