Hi,

Is this quite old? It has certainly seen some action!

It's quite naive and ugly and my assumption would have been Chinese if it hadn't been for the base - it still may be of course?

You find a lot of this broad design coming out of middle Europe (Czechoslovakia and elsewhere) from the late 19th century through to the present day.  My feeling would be that it dates to the early - mid 20th century.  There are some very nicely made facetted examples from the late 19th century.
