Unfortunately your pictures are not sufficient to show details of the etch so this is a shot in the dark. If the etch shown below is a match to yours then the glass is attributed to the Central Glass Co.  Wheeling WV, 1867 to 1939. The etch is called Morgan & your piece would date to the late 20s to early 30s. Ken

Yes thank you that is the pattern. sorry i was having difficulty uploading a bigger picture and then i think i went too small. Here's a better picture. Any rough guess of it's approximate value? (sorry it looks a little dirty in this picture i need to wipe it better) and again thanks for taking the time to answer!

Tammy I am afraid we do not discuss values here as they are too subjective. I suggest you use eBay completeds or google Central Glass Morgan Etch for other examples that show prices. It is a better, more desirable etch & I'll have to stop at that comment. Welcome to the Board.  Ken
