Perhaps think less of an individual and more of a very small company, along the lines of some of your other suggestions ... ;)

Well I'm wondering about IoWSG myself after Greg's comment. about something on the bottom.There might be the flame pontil mark there. 
IoWSG certainly did use the techniques used in this piece - the rolling in powdered enamels and surface working, the colours do not exclude IoWSG - but it just doesn't look like IoWSG!
